Green Card Lottery Year 2009
The US Department of State has announced that registration
for the Green Card Lottery, or Diversity Visa (DV) Lottery.
The Year 2009 (DV-2011) Green Card Lottery makes available 50,000 permanent
resident visas annually to persons from countries with low rates
of immigration to the United States. The Immigration Lottery
makes permanent residence visas available to persons meeting
simple, but strict, eligibility requirements.

only online.No more regular mailing of applications.
From the State Department Rules:
"Alien petitioners for the Diversity Visa Program will no longer
be permitted to submit a petition by mail. Instead, the Department
will require that all petitions be submitted to it in an electronic
format, using an Internet website dedicated specifically to
the submission and receipt of Diversity Visa."
